Raymond Tan Choon Guan

Director, Customer Responsiveness Department and Quality Service Manager Ministry of Manpower (MOM)

Raymond is currently leading service strategies and omni-channel customer experience efforts at Ministry of Manpower (MOM) as the Director of Customer Responsiveness Department. He is concurrently the Quality Service Manager at MOM. Raymond had previously supported MOM senior management in raising national compliance with employment laws, such as through the WorkRight initiative, which won a United Nations Public Service Award in 2015. Raymond is passionate about co-creating solutions with stakeholders to serve the public more effectively, such as through digital services. His overseas posting and stints across government agencies convinced him that the private sector has an equally important role to play in producing and delivering public value. In 2021, Raymond was conferred the Public Administration Medal (Silver).
